Steve Bickerstaff practiced law for approximately thirty years before retiring from Bickerstaff, Heath and Smiley (now Bickerstaff, Heath, Pollan and Caroom), the law firm he had founded in 1980 in Austin, Texas.  While in private practice, he specialized in civil litigation and contested administrative proceedings relating to election law matters, telecommunications regulation, and public policy (e.g. public school finance, prison overcrowding,  sovereign immunity, environmental protection, etc.).  A list of the major cases is available by link to this page. 

 

Steve Bickerstaff has been an adjunct professor of law at the University of Texas Law School since 1992.  He taught full time at the law school as a visiting professor in 1998-2000.  During 2000-2001 he lectured at several universities in Europe pursuant to fellowships from the Fulbright and Rockefeller Foundations.  He currently is teaching Constitutional Law: The Law of Elections, Redistricting and Campaign Finance at the University of Texas School of Law.  In the past he has taught a variety of courses at the law school, including constitutional law, regulating the use of money in politics, local government law, election law, voting rights, public policy litigation and telecommunications regulation.  Mr. Bickerstaff’s vitae is available by link to this page.

 

Steve Bickerstaff has published numerous articles and has contributed to several books.  In February, 2007, the University of Texas Press published Bickerstaff’s book, Lines in the Sand.  The book tells the story of the 2003 congressional redistricting in Texas, the potential illegal activities in the 2002 election that made the redistricting possible, and the civil and criminal litigation that followed.  A list of Bickerstaff’s publications is included in the vitae available by link to this page.  More information on Lines in the Sand is available by link to this page.
